The Puerto Rico Department of Transportation and Public Works (DTPW) has begun the process of developing an integrated Traffic Incident Management (TIM) Program as part of the Intelligent Transportation Systems (ITS) project for the San Juan Metropolitan Area (SJMA). The TIM Program consists of a planned and coordinated multi-disciplinary effort to detect, respond to, and clear traffic incidents so that traffic flow can be restored as safely and as quickly as possible. Effective TIM reduces the duration and impact of traffic incidents and improves the safety of motorists, crash victims and emergency responders. Major natural events highlight the importance of TIM as more than a tool for increasing mobility and reducing congestion. Public safety agencies are also acknowledging their roles in responder and motorist safety and secondary incident prevention.
